Hey Diane! You definitely want them to be smooth and very clean so the paint will stick. I’m not sure sanding plastic is necessary, but giving them a good scrub is a good idea. If they’re wood, then yes, sand them first.
Plastic, you get a more modern feel but may look cheap. It’s easy to maintain, and the cost is more affordable. .

However this chair is still a great outdoors chairs for the heavy person and is meant to survive whatever Mother nature throws at it. It will come down to a personal choice to which Adirondack chair to buy, but my bet is still with the Highwood.

Update 6/12/16: still pretty happy with the chairs, but have noted they are not quite as sturdy after a few parties. I'm a slender, shorter fellow so these chairs are perfect for me, however my friends are a little bigger than average and I've noted these chairs may not hold up with heavy use. For the price, I'm still happy, but in the future I might shell out extra money for more durable and sturdier chairs. Easy to assemble if you follow the instructions. Took me about an hour and I was happy. HOWEVER, it is apparently not meant to be in your yard since the wood cracked and broke. The wood warped and rippled. The nails broke in the seat and the arm area did not attach properly. There is an insert and you screw a wood screw into the insert. However the insert wasn't seated properly and the arm didn't properly attach. I used liquid nails to secure it but overall, I was very disappointed in this chair. I never heard back from the seller when I provided them this feedback. Don't waste your money. Bought three of these chairs for my studio deck. I am an artist who lives in the Mountains of New Mexico. A key selling point of this chair was that it folded down and could be easily stored out of the weather in the winter. But another plus was that it came in pieces. Pieces I could paint any color for that artistic accent for my studio. I only have two assembled so far. Need to buy more paint for the third which will be in sunset colors. One chair for solitude, two for companionship and three for company.
It may not be a timesaver, but using a power washer is a less strenuous way to break up stains and tough dirt on your poly furniture. When using a power washer on your poly furniture, always keep the machine’s pressure below 1,500 psi to prevent any damage from the jets of water.
